Description: The creation of EAs had to adhere to certain standards, including the following:EAs should cover all areas of the country, i.e. no gaps between EAs. EAs should be accessible and of such a size that field workers can carry out their tasks within the stipulated period of census taking. EAs should be as homogeneous in land use as possible. Dissemination objectives also require taking into account the demand for small area data, the confidentiality of personal information and the ability to be aggregated to present information on larger geographic units (UN Handbook, 2006). The enumeration areas (EAs), form the lowest level of geographic units (above the geo-referenced dwelling frame) in the census geographical frame. According to the hierarchical principle, the EAs should fit perfectly to the boundaries as outlined in the hierarchy, to allow aggregation of data per geographic level. The determination of size is influenced mainly by the EAs’ geographical location and population density. In sparsely populated areas, the EAs tend to be large in terms of area but have a low dwelling unit (DU) count of approximately 100, whereas the densely populated areas tend to have small area sizes with a dwelling (DU) count of approximately 151. The EAs can be linked to various census variables according to users’ needs, which make it a powerful layer for manipulating and analysing socio-economic and demographic data within a spatial context. The EA demarcation process was mostly a manual process due to errors caused by missing data and non-standardisation of national base data sets that were used as input or reference data, which made the design and development of automated processes very difficult. Description: In demarcating small areas, the process aimed to ensure that small areas would ideally be:as small as possible in terms of physical area and population size, as compact in shape as possible, as homogeneous in characteristics as possible, and fall within administrative boundaries. The 2011 place name boundaries were based on existing spatial layers of proclaimed suburb boundaries from municipalities, point and attribute data from the dwelling frame project, as well as other existing polygon-based place name layers from private entities or municipalities. In urban areas, names were mostly verified against the attributes from the erven cadastre. The place name spatial layers fit within the boundaries of the administrative boundaries used in South Africa as defined by the Municipal Demarcation Board.Sub-places aresections of Main Placess i.e. sub-places (SPs) that uses for example informal settlement-, suburb-, small holding-, unit-, block-, section-, and sub-village names. In the case of farm areas, the local municipal name with the abbreviation NU (non-urban) was used. The place name database uses official names as far as possible, but includes alternative names (such as different languages and spelling variations), historic names and common names (unofficial names). Description: For purposes of an election, wards are delimitated by the Municipal Demarcation Board after consulting with the Electoral Commission. All metropolitan municipalities as well as local municipalities must be delimited to have wards. The number of wards in a metropolitan or in a local municipality must be equal to the number of ward councillors determined for the municipality in terms of section 22 (2) of Act No. 117 of 1998. The number of ward councillors in a metropolitan or local council referred to in subsection (1) (b) must be equal to 50 per cent of the number of councillors determined for the municipality in terms of section 20. If the number of councillors determined in terms of section 20 is an uneven number, the fraction must be rounded off upwards. According to the Demarcation Board, the delimitation criteria are thus prescribed: The Demarcation Board, after consulting the Electoral Commission must delimit a municipality into wards, each having approximately the same number of voters, taking into account the following criteria: (a) The number of registered voters in each ward may not vary by more than fifteen per cent from the norm, where the norm is determined by dividing the total number of registered voters on the municipality's segment of the national common voters roll by the number of wards in the municipality. (b) The need to avoid, as far as possible, the fragmentation of communities. (c) The object of a ward committee as set out in section 72 (3), which is to enhance participatory democracy in local government. (d) The availability and location of a suitable place or places for voting and counting if appropriate, taking into consideration - (i) Communication and accessibility; (ii) Density of population; (iii) Topography and physical characteristics; (iv) The number of voters that are entitled to vote within the required time-frame; (e) The safety and security of voters and election material; and (f) Identifiable ward boundaries. The new structure consists of Category A municipalities, which are the metropolitan areas (Cat A or Metros), Category B or local municipalities (Cat B) and Category C municipalities or district councils (Cat C or DCs).Metropolitan areas are described as conurbations featuring high population density; intense movement of people, goods and services; extensive development; and multiple business and industrial districts. Other features include a complex and diverse economy, a single area where integrated development is desirable and strong interdependent social and economic linkages between its constituent units exist. According to the MDB, key considerations in re-determining local municipality boundaries included settlement type, the rationalisation of municipalities, manageable size and functionality.
