Description: The creation of EAs had to adhere to certain standards, including the following:EAs should cover all areas of the country, i.e. no gaps between EAs. EAs should be accessible and of such a size that field workers can carry out their tasks within the stipulated period of census taking. EAs should be as homogeneous in land use as possible. Dissemination objectives also require taking into account the demand for small area data, the confidentiality of personal information and the ability to be aggregated to present information on larger geographic units (UN Handbook, 2006). The enumeration areas (EAs), form the lowest level of geographic units (above the geo-referenced dwelling frame) in the census geographical frame. According to the hierarchical principle, the EAs should fit perfectly to the boundaries as outlined in the hierarchy, to allow aggregation of data per geographic level. The determination of size is influenced mainly by the EAs’ geographical location and population density. In sparsely populated areas, the EAs tend to be large in terms of area but have a low dwelling unit (DU) count of approximately 100, whereas the densely populated areas tend to have small area sizes with a dwelling (DU) count of approximately 151. The EAs can be linked to various census variables according to users’ needs, which make it a powerful layer for manipulating and analysing socio-economic and demographic data within a spatial context. The EA demarcation process was mostly a manual process due to errors caused by missing data and non-standardisation of national base data sets that were used as input or reference data, which made the design and development of automated processes very difficult.
